The claims by the Independent National Electoral Commission (INEC) in Nigeria that it is ready for the elections has been dismissed by a member of the Post-Election Violence Committee set up by the President after the 2011 elections, Peter Esele.
Mr Esele told Channels Television on Tuesday that the insecurity in the north-east was not enough reason to postpone the elections, insisting that the issue of the Permanent Voter Cards (PVC) distribution and other logistic challenges were enough to cause a shift in the date of the elections.
The INEC had told reporters on Saturday, after series of meetings with stakeholders in the political sector, that the commission was advised by security operatives to postpone the elections, as they could not guaranty the security of lives and property in the north-east region during the elections.
Inadequate Training
The elections were rescheduled to hold on March 28 and April 11.
"I was surprised that the reason given to the postponement of the election was security situation. I think in Iraq, they still go ahead and conduct elections.
"But if you ask me, I think that INEC was not ready," he said.
Mr Esele also cited the inadequate training of INEC ad-hoc staff as another key factor that showed the electoral body's unpreparedness.
"You have 120,000 polling units and you need eight persons to man each of the polling unit because of the new technology that they will be using.
"Multiply that by 120,000 polling units you have 960,000 persons that you need to train. Have they been trained? No!" he stressed.
Pushing his claims further, Mr Esele said that the entire number of PVCs expected are yet to be delivered to the INEC.
"Seventy million PVCs expected in the country are not all in the country. INEC said most of the cards are in the country, but as at yesterday they still received some cards.
"The dictionary definition of ready is completion. What we should have been doing four weeks to the election is trial-runs. We have not had any trial runs.
"Has INEC come around on television to show Nigerians how things work?" He questioned.
According to him, handling the process adequately and efficiently would help guard against violence.
Build Strong Institutions
He expressed optimism that the INEC should be able to sort out all challenges before the end of the six weeks.
"I have confidence that at the end of the six weeks the materials needed for the elections will be here.
"Nothing stops the INEC from doing a weekly briefing about the developments as they progress.
"They need to build the confidence of the people that nobody is trying to use INEC to scuttle this election.

Mr Esele further stressed the need for Institutions in Nigeria to be strengthened, saying that strong Institutions would guarantee continuity and would make it impossible for powerful men to interfere with their activities.

The Supreme Court of Nigeria has dismissed the appeal filed by a chieftain of the Peoples Democratic Party (PDP), Mr Umar Ardo, challenging the decision of the Court of Appeal that stopped him from joining in the appeal challenging President Goodluck Jonathan's eligibility to contest in the 2015 election.
The court dismissed the motion after it was moved by Ardo's Lawyer, Mr Amuda Kannike, seeking to withdraw the appeal.
In dismissing the appeal, the panel of seven justices led by the Chief Justice of Nigeria, Justice Mahmud Mohammed, said the appellant had no business joining in the appeal challenging Jonathan's eligibility, stating that no law stopped him from participating in the just concluded convention of the party.
A PDP member, Cyriacus Njoku, had approached an Abuja High Court to stop Jonathan from contesting in the 2015 election.

Justice Mudashiru, now elevated to the court of appeal, who presided over the matter at the high court of the Federal Capital Territory, had dismissed the suit, saying the court lacked jurisdiction to entertain it.
After the case was dismissed, Njoku approached the Court of Appeal to challenge the decision of the lower court.
It was at the appeal court that Umar Ardo sought to join but was denied. "He did not show show a reasonable interest that could have warranted his joinder," the court said.
The appeal court also noted that he was not a party at the lower court, hence he could not join in the appeal.
Not satisfied, Ardo approached the Supreme Court to challenge the decision.
President Goodluck Jonathan is the presidential candidate of the Peoples Democratic Party and he is running for a second term in office.
The Presidential election earlier scheduled to hold on February 14 was shifted to March 28 by the electoral body. Channels Television.

Malaysia's Apex court has rejected an appeal by opposition leader, Anwar Ibrahim, against a 2014 sodomy conviction.
The Federal court on Tuesday, upheld a five-year prison term that will likely end a political career marked by controversy.
Anwar, the ruling party's rising star in the mid-1990s before he fell out with then Prime Minister, Mahathir Mohamad, denied the charge that led to his second conviction for sodomy.
The former Deputy Prime Minister accused the panel of justices for taking part in a "political conspiracy" by Malaysia's ruling regime.
"In bowing to the dictates of your political masters, you have become partners to the crime.
"You have chosen to be on the dark side," he said, according to news agency.
"I will not be silenced! I will never surrender!.
"I will walk again for the third time into prison but rest assured that I will walk in with my head held high," Anwar said in a statement he read out in court.
"I maintain my innocence. This to me is a complete fabrication coming from a political conspiracy to stop my political career," he added.
The charismatic Anwar, who heads a three-party opposition alliance, has for years been the greatest threat to Malaysia's political establishment.
Prime Minister Najib Razak's government has rejected any suggestion of interference in the case.
After the ruling, the Malaysian government said in a statement that "the judges will have reached their verdict only after considering all the evidence in a balanced and objective manner.
"Malaysia has an independent judiciary, and there have been many rulings against senior government figures".
A court found the 67-year old former deputy prime minister guilty in March last year of sodomizing a former political aide.

The Nigerian Navy has organised a capacity training seminar for its officers aimed at equipping them with the relevant maritime laws and regulations.
The force said the training was part of efforts to boost maritime security along the nation's territorial waters.
The seminar, which was organised by the department of Maritime Warfare at the Armed forces Staff and Command College, Jaji, Kaduna State, is an annual event designed to create a forum for discussion on issues relating to the maritime environment.
The event was also based on ensuring that the Nigerian Navy personnel conduct their operations within the bounds of the 1986 United Nations Convention for Law of the Sea, which Nigeria was a signatory. It was also part of the senior course curriculum of the college.
Addressing reporters at the event, Deputy Commandant of the college, Rear Admiral Sylvanus Abbah, emphasised the important role of the Nigerian Navy in policing the nation's maritime space, which he said included fighting Sea Pirates, Pipeline Vandals and Oil Thieves.
He explained that certain aspects of the maritime laws had been contravened by officers and men in discharging their functions.
"The seminar was held to update the knowledge and capacity of the officers in observing such laws while discharging their duties."
The Deputy Commandant also stressed the need for strong cooperation between the Navy and other relevant stakeholders in the maritime industry in order to effectively secure the nation's maritime environment.
Nigeria is a littoral state with a coastline of 420 nautical miles, and a vast sea space of 84,000 square nautical miles.
Within this areas are living and non-living resources such as fish and crude oil which account for about 90 percent of the nation's foreign earnings.
However, this economic activities has continued to attract some security challenges with attendant legal implications in recent times.
Some of the security challenges include pipeline vandalism, piracy, oil theft and illegal oil refineries among others.

To checkmate this challenges, the Nigerian Navy had gathered 49 of its officers across the country to build their capacity and also improve their ability to extend the rule of law within their territorial waters and exclusive economic zones.
The college's deputy commandant said the seminar was also necessary and timely for the Nigerian Navy in its quest to extend her continental shelf, especially with the current heightened military, diplomatic and economic interests in the Gulf of Guinea.
The policing role of the Nigerian Navy, aimed at ensuring that the nation's maritime space is conducive for economic activities, cannot be overemphasised.
With the training, it is expected that the service while carrying out such enormous responsibilities, would do so in line with the laws of the sea.
